Since 1973, the racist Helms Amendment has prohibited any U.S. foreign assistance funding to be used for abortion care except in cases of rape, incest, or life endangerment. This law has created an arbitrary line between abortion care and other essential reproductive health care, pushing safe and affordable sexual and reproductive health services out of reach for women and gender-diverse people around the world.

On March 22, 2023, members of the U.S. House and Senate reintroduced the Abortion is Health Care Everywhere Act which would repeal the dangerous Helms Amendment.
